I'm not sure what you mean by without BI tools. It's really a matter of which tools you will use. Most platforms you buy today (assuming you do not also mean to do BI without a platform) come with some basic tools for users for little to not much extra cost. At the least, these can be used. There are also open source tools available for BI. You can certainly do BI on the cheap, but not without tools.
