If by "owner" you mean the person to whom all data stewards are ultimately accountable, then that person should be a senior manager whose business responsibilities could directly be impacted by data failures, such as the CEO, CFO or COO. If you mean from an operational standpoint, here is a suggestion: the data governance process could be owned by the operations division, while management of the operational data governance framework (i.e., the mechanisms by which operational tasks are performed) could be shared by operations and IT.
